Advised on the Licensing of an Integrated Primary and Behavioral Health Center

Woods System of Care partnered with Rutgers University Behavioral Health Care and the RWJBarnabas Health network to develop an integrated primary and behavioral health care model for individuals with intellectual and developmental disabilities and autism.

Buttaci Leardi & Werner facilitated the formation of the joint venture entity and completed licensing for the first facility arising from the collaboration. The Woods Primary and Behavioral Health Center at Hamilton delivers both primary care and behavioral health services in a hospital-campus setting, addressing a documented need to divert patients from emergency room utilization to appropriate on-campus care.

The licensing process required coordination across multiple regulatory frameworks and counterparties. The facility was licensed successfully in mid-2025 and represents the first of several anticipated developments under the joint venture.
